# You can’t digitise chaos: Building a smarter campus

## A smart campus sounds like a technology project. In practice, it is an operating maturity project.

Across engineering, maintenance, facilities contracts and improvement programmes, I have repeatedly seen the same pattern: organisations invest in new technology before establishing a dependable view of their assets, processes and responsibilities. The technology may be capable, but it ends up working around inconsistent information and ways of working.

On a university, college, or school campus, that chaos may show up in practical ways: the same air-handling unit described differently by the facilities team, contractor, and finance department; preventive maintenance plans attached to outdated asset records; or repeated failures recorded as unrelated work orders. A dashboard may make this activity more visible, but visibility alone does not correct the underlying operating model.

That is what I mean by “you can’t digitise chaos”: technology amplifies the operating model it is given, whether that model is sound or not. If asset records are incomplete, work orders are classified inconsistently, or nobody is sure who owns a decision, a digital system can make the confusion move faster. The same applies to AI. It can analyse information quickly, but the quality of its recommendations depends on the quality of the information and processes behind them.

## What does facilities management maturity mean for a smart campus?

Facilities management maturity is how consistently an organisation can define its services, know its assets, manage its work, trust its data and act on its performance measures. A campus is a complex environment. Facilities teams need to coordinate maintenance, contractors, budgets, safety, service levels and the needs of students and staff. These activities depend on one another, so improving a single system or process in isolation rarely gives the full answer. The challenges facilities teams shared in **our HEFMA survey** reflect this.

Before choosing the next digital investment, I believe campus leaders should ask five practical questions:

- **Service model:**Is the service model clear, with responsibilities and service levels understood?

- **Asset information:**Do we have a consistent view of our assets, spaces and their criticality?

- **Work management:**Can we identify, plan, schedule, complete and learn from maintenance work consistently?

- **Data quality:**Is the data accurate, owned and maintained?

- **Performance management:**Do performance measures lead to action when something needs attention?

These questions help establish whether the organisation is ready to digitise a process and what needs attention first. They also make it easier to direct investment towards the outcomes that matter, such as reliable infrastructure, better service delivery and more informed planning.

## Why must people and processes come before campus technology?

A campus transformation cannot be delivered by software alone. People need to agree on the purpose, establish standard ways of working, and take ownership of the information and decisions that support them. Technology can then enable consistent execution and make performance easier to see.

This maturity is built in four stages: align the stakeholders and outcomes, establish standards and controls, implement the appropriate systems, and then embed the new practices through governance and continuous improvement.

That may sound less exciting than announcing a new platform. But it is what gives a digital investment a chance to deliver lasting value.

## How does enterprise asset management support a connected campus?

There is also a temptation to expect one platform to do everything. In a smart campus, different systems have different jobs. An enterprise resource planning system may manage finance, while a space management platform looks after room bookings. A specialist **enterprise asset management system such as Pragma’s On Key** can provide a structured view of assets and their relationships, supported by maintenance planning, work management, mobile execution and reliability analysis.

The goal is to connect these capabilities deliberately, with clear ownership of data and integration. When systems exchange trusted information, teams can make decisions with a fuller view of campus operations. When integration and governance are weak, adding more systems can create more duplication and uncertainty.

## Why does AI for facilities management depend on trusted asset data?

AI can support reporting and analysis, but it doesn’t eliminate the need for sound asset management. If the underlying data contains duplicate assets, incomplete failure codes, or inconsistent cost histories, AI may produce answers quickly but not reliably.

With governed asset information, consistent work processes and clear controls, AI has a stronger foundation. It can then support people as they identify patterns, understand performance and consider where to focus attention. The judgement and accountability still sit with people.

For me, that is the real smart campus opportunity: use technology to strengthen good operational decisions and improve the experience of the people who use and maintain campus facilities.

## How should a campus prepare for digital transformation and AI?

The smartest campus will not necessarily be the one with the most technology. It will be the one that has built the maturity to use information well, select the right systems and continually improve how work gets done. Working through the five questions above is a practical way to find out where a campus stands. Before approving the next digital platform or AI initiative, campus leaders should therefore ask a more fundamental question: are our assets, processes, information and accountabilities ready to support it?

## Frequently asked questions

**What does “you can’t digitise chaos” mean?**Technology amplifies the operating model it is given. If asset records are incomplete, work is classified inconsistently or ownership is unclear, a digital system makes the confusion move faster.

**What is facilities management maturity?**How consistently an organisation can define its services, know its assets, manage its work, trust its data and act on its performance measures.

**What should campus leaders ask before investing in new technology?**Five questions covering the service model, asset information, work management, data quality and performance management.

**Can AI improve campus facilities management?**Yes, if it is built on governed asset information and consistent processes. Without that foundation, AI produces answers quickly but not reliably, and judgement and accountability still sit with people.
